so my friend caitlin has this guy on her street that likes her! She dose not like him because hes bald and ugly and short and ugly! she told him, that she dose not like him but he sent her flowers! 1 rose one day it was so freaky he was a stocker please help

How old is Caitlin?
If she is very young, then it is a worry if she is really being stalked by an older man. If this is the case she needs to talk to someone ~ parent or even police.
However, if she is not being stalked, but this man is simply being kind, then that is a different matter. If she is an adult, then she just needs to make it clear that she is not interested in a relationship with this man.
If she is a minor, then her parents need to deal with him.
If he is a stalker, who is frightening her, and she is worried about his motives, then she should tell the police.
It all depends on what the true situation actually is.
She does need to be careful, though.
