Part of getting to the kissing stage is getting close to each other. The next time you´re going out and someone you want to get close to is going to be there, leave your jacket behind. Then you can claim to be chilly, and your partner might get the hint and hold you for warmth. I´ve definitely done this before, and had it work wonderfully!
