I used to be pretty shy in making the first move, since all guys have to do it. I came up with a couple tips though, helped me out a ton.

1. If she looks in your eyes and then quickly moves them if you look into hers at the same time, she is being shy, but she likes you.

2. If she looks into your eyes and matches the way you talk (soft, long drawn out words) without moving her eyes away then she REALLY likes you and isn't shy.

3. If she touches you, or starts playing with any part of her clothing/jewerly/hair. She's thinking of you in some way and you need to touch her back.

4. If she smiles at you a lot.
