I have always thought that direct confrontation was the best way to handle things. It takes a hell of a lot of courage to do so, but is usually worth it in the long run. Maybe he likes you, and maybe he doesn't. We will never know because we aren't you. The only REAL advice I can give (I say real because it isn't your every day fairy tale advice) is to just go up to him and talk about it all with him. I know it will be super awkward, but if he looks you in the face when he talks you, then he is serious. If he is moving away anyways, then it shouldn't be too hard to bare this awkwardness for a little while in case it doesn't work out the way you planned.
