The best and surest way is to ask her.

If you can't build up the nerve to ask her then you are not going to be able to tell.

The reason is that she naturally likes him because he is your friend and she wants to be friendly with your friends. So how can you tell the difference between normal liking and romantic liking... you really can't.

Sorry, I know this isn't very helpful, but the question doesn't have an easy answer.
