i have been talking to a guy that is 4 years older than me and i want to ask him out but i just cant i feel like something is holding me back i mean i have told him that i love him before but he thinks im always joking around what can i do to make him realize that i really care about him?

Make sure you get an answer back from him, even if you have to ask him twice. If he still won't answer, tell him you will give him time to think about it and that you will ask him next time you see him.
