Then he messages me a few days later . i was certain he was going to ask me out but he didn't

Visitor's Question from a 21-30 year old Female
Ok so there's this guy that i went to uni with last year. We never really spoke in class, apart from a couple of times.I always liked him. I left uni and almost a year later we bumped into each other at a concert. We start chatting away and he asks me whether i'm going to this other concert in a few weeks. I said probably but i stil hadn't got my ticket yet. He was then all like 'you gotta come!you gotta come! can i have your number?' so i gave it to him and he even tested it out to see if it was right.
after 2 weeks he messages me to see if i was going which i was and asks me how i'm doing and that he might see me at the concert. We bumped into eachother at the concert chat chat, but we were both with groups of friends. Then he messages me a couple of days later and we have this hour long conversation. i was certain he was going to ask me out
but he didn't! What's he doing? Why would he spend all that time texting and then say 'you sound like you've got a fair bit going on. might see you around tho.' ???
