I can't tell if this girl likes me as an older brother or if she's interested in me. The thing is were just the same age of 17. We even have the same month as our birthdays, August. I really like her, and its just disturbing when he always calls me "Kuya" or brother in my language. We do go out a lot even though were not exactly officially boyfriend/girlfriend but I got a feeling that some of my affections for her get mis-interpreted as brotherly love. I might also be just paranoid, because it seems that in her religion they seem to call everybody as a "brother". Even her mother calls her father as a "kuya". I really need to know since I'm not really sure

You are going to have to come right out and tell her how you feel.

Just tell her that you are developing feelings for her and ask her how she feels about you. My guess is that she will say she has feelings for you too.

You only get one go around in this world, so make the most of it!
