what does it mean do you think if a guy you used to see and still kinda friends with on a sensitive level cos of the past tells you he would love to have seen you again and says you were his unfinished milkshake ie: the one who got away????
do you think hes still in love with that person??? or shes just the one that he thinks to in these terms.

It's really common for exs that part on reasonably good terms to keep fond memories of each other, especially if they stay friends. You two were together, you shared a lot of good times. Fond memories are one of those special things in life that is yours alone and can keep you warm on a cold, lonely day.
If he's actively telling you that he wishes your relationship hadn't ended, and neither of you are seeing someone now, it sounds like it might be worth persuing. Have a talk with him about what caused you to break up - what were the issues. It might be that the issues are long gone or that you're both much more able to deal with the problems now. If you actively talk about the breakup and issues, and realize they are all in the past, it might open the door to a fresh start without those worries lingering.
