The guy doesn't call

Does he like me? I like this guy and we have gone on a date before to supper with another couple. He paid and everything and afterwards him and I rode around in his truck and I drove. We talk whenever I see him and he says he will call but he never does and he always talks to me and stares at me. We went to a bar-dance club with a bunch of friends and we danced together even though he doesn't like to dance, I was the only girl he (dirty)danced with and he wanted me to ride back with him in his truck. He said he was going to call me but never did... Should I ask him if he wants to date me or not? He told my friend that he liked me so whats the deal? I am 17 and he is 21.

Yes, you should ask him why he never calls. Explain to him that it is important to you that he calls you. You should also take the initiative to give him a call from time to time.
This falls into the category of communications. He is doing a poor job of it and your relationship is suffering because of it. Do whatever you can to impress on him the importance of talking from time to time.
