Dear Sir or Madam:
I have a problem, reading your opionons about overcoming shyness, is helping me a little. The thing is at my school I see girls staring at me and I stared them back when I passed them, does that mean that they want to know/like me or is it I'm just hearing impaired. I really want talk to girls so badly.Thank you for reading this.

I would first assume that they are staring at you because they like you. Start saying hi to them smiling and using their name. You will find that some of them will start up a conversation with you and that will be the ice-breaker.
Keep at it, it will probably take a month or so. Say hi to as many girls as you can, it's good practice.
