Ask him to prom?

There's this guy that i've liked for over a year now and i'm just confused with the signals he's trying to give me. i don't know if its just him being shy because he likes me or really just trying to be polite of the fact that he doesn't really feel that way. we are friends and we do talk from time to time and i was hoping if you could tell whether or not i should pop the question in asking him to go to prom with me? is it worth it? or should i avoid it?
