We have lots of tips on this subject, for "asking someone out" see: http://www.romanceclass.com/miscr/howto/askout.asp

For "dating a friend" see: http://www.romanceclass.com/miscr/LoveCat/4

The key element is not to scare off your friend by blurting out "I love you"

You might pose a question like "do you think we will ever go out?" Your friend's reply will give you a clue whether to pursue it or not. Chances are that if you are really good friends she might feel the same about you.

Best wishes,
George
