I am almost 16. I like my friend's sister. I only see her once a year though and she is a year younger than me. I haven't talkto her in a real conversation before. But I really like her. Should I try to get to know her r just ask her out? If I should get to know her, how do I do it without looking like a freak for trying to get to know her after having the chance for 4 years?

Yes, you can ask her out. But it will work better if you get to know her better and become friends first. Don't worry about the past four years and if she asks, just say she is so much more attractive now that she has matured.
