I know this guy that likes another girl. I'm in love with this guy. I don't know how to tell him. What should I do? I'm 16.

If he likes another girl, it doesn't sound like you and he are dating. So this probably isn't love you're feeling, it's probably a crush. Real love is about spending months with someone, getting to know their good sides, their bad sides, their up sides and their down sides. It's about really accepting all that they are and having them accept all that you are.
If you like this guy, and he's not dating anybody, the way to get him to learn more about you so he can grow to like you is to flirt with him! Flirting is all about getting to know people and building that connection. I have a lot of flirting tips here -
