What should I do if the guy that likes me, doesn't talk to me because he's shy to talk to me but he talks to other girls?

People are often shy talking to someone they care about, while they can talk to others that they aren't really interested in. The people they talk to, they aren't trying to impress. The person they're shy with they DO want to impress and are really afraid of saying something wrong.

So take the lead! Girls often are much better at talking than guys are, so girls often are the ones to start conversations and such with guys. Say hi and hello when you pass. Ask how he's doing. Just start with easy conversations and get him over his shyness. Once he gets more comfortable talking with you I bet he'll open up.
