I am a fourteen year old in eighth grade, and I have been SORT OF friends with a girl also in my grade who I have a huge crush on. It is sort of strange, because when she is around me, she often looks at me, and laughs at my not-so-funny jokes, but she doesn't go out of her way to be with me. I just want to know what sort of chances I have with her, if at all possible.

So your chances are good. Ask her if she wants to hang out and my bet is that she will say yes. Even if she says no she is too busy, you can still talk with her and become better friends.
Girls and boys are very much alike. They each want to have friends and to talk with kids of the opposite sex. This is an important time in your life and you should make every effort to be steady and outgoing. It takes time to become good at it, but not that much time. Just a little practice will do it.
