how do i get him to REALLY notice me??

i know for a fact that this boy thinks im cute because he has told my friend. but the thing is that this boy has never commited to any relationship. he isnt shy at all and he is pretty talkative. i have talked to him before but only once or twice. im trying to get him to talk to me more. somehow his number got in my phone and i have texted hime before and he responded but later he just quit texting me so does that mean he doesnt like me?? hes not gay either im pretty sure because he does like girls he just doesnt go out with them. i want to be the first one he will commit to. please help figure out how to....plus im 16 and he is 18
