well in my school the guy i like is quiet cute and i am pretty sure he likes me. though he has a major case of shyness. when ever i get near him he avoids me - maybe bcz he thinks i might find some flaws in him. i wanna get closer to him but the problem is this that if a girl is seen talking to a guy people in school start to spread rumours which i really don't want. how can i get closer to him when we never even say hi and do this without anyone noticing. IS IT EVEN POSSIBLE???

I don't think what you are trying to do is possible.
You can't let him know you like him without other people finding out and starting rumors.
I also think you and your mother are way off base about this idea of ruining a family name simply by talking to a guy. Did she tell you how old you will be when she will allow you to talk to boys? The key to solving this problem is to really talk with your mother in depth and ask her how old you have to be in order to talk with boys. Either you or she is being unreasonable.
