Does he just want what he can't have?

Visitor's Question from a 21-30 year old Female
Ok this is not a typical situation where I like him and I'm not sure if he likes me back. I just need to know. I have this guy friend who was first friends with my fiance. We all just hang out together now. In the past couple of months he's done things like kiss me on the forehead, and said things. He once said "Where have you been all my life." Another situation was he jokingly said my fince was cheating on me. No big deal right. Then he said "I am trying to break you guys up because i love you and want you all to myself." It was said in a joking matter. I also know that sometimes jokes are not always jokes and a lot of the time have half a truth in them. What do you think?
Does he just want what he can't have maybe? If so, should I do anything about? Confront him?

Your idea of confronting his a good one. It is uncomfortable for you to have this situation hanging over your head.

Definitely get some clarification on this. It could have a lot of significance or perhaps it is just casual firting.
