I'm polite, funny and a gentlemen

Visitor's Question from a 16-20 year old Male
The friend of mine that i like has been extremely difficult to read. Sometimes she acts cute and friendly and other times sly and passionate. Weve been friends for some time and casually go out as friends once a week. I was going to try to talk to her and tell her that i am developing feelings for her but my instincts froze me the first time and i realized that i have never flirted with her that much other than being polite, funny and a gentlemen. I never have flirted in any "touchy" suggestive way. Should i do that before i tell her im developing feelings for her or after? She may still be difficult to read. Im stumped really and this is becoming quite frustrating. I gave her a birthday present that she loved but i blew that chance to tell her. Should i tell her that i care, just casually ask her out on a date? Between those two what sounds best keeping in mind that she is my best friend. AND should i start flirting with her before then?

You should tell her you have feelings and if she responds positively then that's the time to start flirting seriously.

If she doesn't respond favorably then you might start trying some flirting to attract her once she knows you care.
