If I tell her will things get weird and scare her off?

I met this girl three years ago on a mission trip. She was there with one of my best friends as his girlfriend. They broke up a year and a half ago. I'm almost certain my friend is over her. However I am not. I can't tell is she likes me. We are good friends. We talked a lot when she was having troubles with her boyfriend. She wanted to go to prom with me while she was dating my friend. I can't tell if she wanted to use me against him or genuinely wanted to go with me. She smiles when she sees me and gives me hugs when we see each other and say goodbye. But sometimes we'll make plans to see a movie and she'll not call me back. Now she has a new boyfriend and I don't know what to do. I can't stop thinking about her. I am only 18 but I think I love her. If I tell her will things get weird and scare her off. I know this sounds weird but I think I am in love. I want to spend ever second of the day with her. My friends and even my mom have told me to get over it and move on but I can't deny my strong feelings for her. PLease Help. Thank You.

If you tell her you do run the risk of scaring her off.

But if you don't tell her you risk a possible love.

If you can, wait until she is between boyfriends and tell her you are developing feelings for her.

If you can't wait, just tell her you are developing feelings for her.
