what's the difference between talking to a girl and "talking" to a girl

I was just wondering, what's the difference between talking to a girl and "talking" to a girl (as in trying to get with her) Is talking to a girl just talking with her and just to keep in touch, and "talking" to a girl is trying to get to know her better try to build a relationship out of it? I don't know what the difference is, and how would you start "talking" to her and try to go beyond just being friends?

There's really no difference. As a best friend, you can talk as openly and candidly as possible. This will lead to bonding between you two.

Once you are bonded, you are close to being at the next level.

To find out how she feels, tell her that you are developing feelings for her and see what she says. Make sure you understand her answer and ask her how she feels about you if necessary.
