Everybody is shy to one degree or another, it's just that some people have practiced more at how to talk to people. Everything gets easier with practice. So what you really have to do is practice talking to people, so it seems less scary.

You wouldn't just walk up to a stranger and ask her out anyway! The probability is that they would say no, because they don't know you. So you should always get to be friends with the girl first. And that involves just talking to them.

So practice talking to girls. It will probably be easier to practice with girls you do NOT want to eventually date, because you'll be less worried about their reactions. So talk to girls. Any girls, all girls. Say hi. Ask how they're doing. Say thanks and walk on. Wave hello. This is all practice. Practice, practice, practice. The more you do it, the easier it will get, and the easier it will be to talk to a girl you DO like. And when you are ok talking with her and being around her, THAT is when you think about asking her on a date.
