Which is cleaner?

i have heard from many people that penis's are cleaner than a mouth. so is it true that giving oral to my boyfriend is cleaner than french kissing him? he does clean it so hes not a dirty boy but i just want to know. it seems to me like they are just these dirty things but everyone tells me otherwise. is that true?

Oral sex is probably cleaner, but you run the risk of catching a sexually transmitted disease. (You can also do that by kissing, but it is less likely).
