I Won't Ask Him Out

I like this guy that I work with alot. We talk all the time and always hang out together in groups. The other day I was talking to one of his good friends who basically came out and told me that he likes me but is really shy and won't ask me out himself, so he told me to do it instead.

I was all ready to do this, but then after the mutual friend told him how I felt, the friend told me to lay low because the guy I like is "unsure of himself" I don't know what this means and am now totally confused. Since that day, he still continues to flirt with me and does not act any different. What does it mean that he is unsure of himself and what can I do about the situation?
