I really like this guy

Hi. I really like this guy who i've known for almost 4 years. We are best friends and we have been since the moment i realized i liked him and one day, i told him i liked him and he liked me too, but something happened and he wouldn't date me because someone really close to me liked him too. So, it has been almost 2 years since that incident and i still have the exact same feelings for him that i had when i asked him. I really like him and i am afraid that if i tell him he will get freaked out and run away. i don't know what to tell him. please help me
