could a relationship happen?

there is this girl that i have known for 2 years now. we have kinda had an off and on friendship cuz her boyfriend was really protective of her. when i first met her i thought she was fickle cuz she made it seem like she liked me then next thing i know she was back with the same guy again. so i left it alone and we basically didnt talk to eachother anymore. then she started having problems with this guy. so i started calling her and we would talk about it. we ended up spending hours on the phone at night and talked everyday. i told her that maybe that guy wasnt good enough for her then next thing i know she broke up with him. we started hanging out more and flirting a lot. she started saying that she cared about me and she cried when i left for college. she considers me her best friend but i get the feeling she likes me more than that. i wanna be with her but im afraid of what she might say if i ask. im also not sure if she does like me but she has told me before that she used to like me. what do i do?
