this works when they are not really paying attention. when your partner is doing something small like reading, writing, etc.. you go up behind them and wrap your arms around them while kissing them on the shoulder. stay there for a sec and then kiss their neck. Then you whisper 'i love you' and kiss their cheek. let go and walk away. they will probably follow you curious about the whole matter and you attack them with a slow but soft kiss. I did this with my boyfriend and boy was that funny. he tells me it was one of the most loving things i've ever done to him. try it out.
