Is it wrong to ask her out?

Ok so I have these two girl friends who were dating for two years and they just broke up a few weeks ago. The thing is I had a crush on one of them for a while now. I want to tell her I like her but I don't know how and if she'll feel the same way. She is already hanging out with someone new am i too late? How do I tell her how I feel? Is it wrong to ask her out? How long should I wait before asking her out?
