Is he just too shy to talk to me?

Visitor's Question from a 21-30 year old Female
I live in an apartment house, and in the apartment above me,
there lives an Asian guy who is three years older than me (I'm 23). When I first met him, we had a really good conversation, and it seemed like we could be friends. Whenever I saw him after that I always said "Hi," and he would say "Hi," back...but that would be the extent of our conversation. Sometimes when I saw him, though, he would always look straight into my eyes, and we would stare at each other for six or seven seconds.

I remember on Halloween, I was sitting on the front porch, and he came out and talked to me, then asked me if he would see me later (I always like to say "See you later!" when I see him, and I guess he remembered that). I said yeah, but when I saw him later that day he didn't say very much.
He's Chinese/Khmer, and I heard that some Asian guys are really shy around American girls.

I try to talk to him but he won't say very much back to me...how can I get him to stop being so shy? If opposites attract, how do you get it to work?

He may be shy or not.

It could be a language problem, a girlfriend problem, or a cultural problem.

Since you like him, continue trying to draw him into conversation and when you feel ready, ask him out for dinner or drinks.

You might also ask his room-mate for other clues.
