Admit you're Both Wrong

Obviously whoever lied to his/her partner is the most at fault here. Lying should NEVER EVER take place in a relationship. Partners need above all else to be able to trust each other completely, to stand shoulder to shoulder against the world. A partner who violates that sacred relationship is causing the most serious harm to another person that can be caused.

Without giving that guilty person any ammunition, though, there is also some small amount of responsibility on the part of the other person. If the guilty person got to the point that they felt lying was OK, even in a relationship that has been together for at least several weeks and is committed, then something kept that guilty person from talking to the other. The basic level of honesty, trust and commitment had not been developed properly, for one person to believe it was OK in any remote sense to lie about something.

So both people should make a firm commitment to start again from scratch. Rebuild from the ground up a relationship that involves complete and total honesty. You both need to reinforce that this is the most important thing in the relationship and you BOTH will do everything you can to keep working towards that goal.
