How come the girl I call never answers

You know how you usually tell people to "call once a week, keep a conversation of no more than 5 minutes"? What if that person calls you? Calling her just the next day after seems silly... (<- But 50% of all my thoughts on relationships are wrong, so i have to rely on others.)
Also... How come the girl I call never answers.... then calls back an hour or two later? Is that a good sign or not? (Although we still have a good conversation about random things.)
My confidence around her stands on the fact that- "if she is going to hate me for being around her so much, then I can forget her easy. I've got nothing to lose. Or if its the other way and she likes me for it, then it is a bonus." Is this a bit unhealthy? (For me, it IS easy to forget people who do not recognise me as at least 'and aquaintance.)

No it wouldn't make sense to call her back the next day if she just called you. (And BTW I suggest 15 min calls, not 5 min).
I'm as baffled as you are as to why she doesn't answer your calls but then calls back an hour or two later. It is good that she does call back.
You have a strong and realistic approach to your relationships and it seems healthy to me.
