About 50% of the time she shows all the great signs of liking me

Hi,
Ok im 15 she's 13, ive wrote articles on how to tell if a girl likes you (usualy they work), but with this girl its different. about 50% of the time she shows all the great signs of liking me. The rest of the time, its the worst signs of not liking me?

e.g. She flirts with me a lot. And if the hair curling thing is true, well she practicly pulled her hair out while looking at me on the way to france with the school.
but
she also ignores me, and seems really unhappy when i talk to her sometimes.

Any advice?

Ask her why sometimes she seems to like you and sometimes she seems to hate you. She should respond honestly to an honest question.
