Ok so I told this girl that I had feelings for her. I coulnd't really gauige what she thinks of me. First she said that she didn't know what to say. Then she said it was better that I told her and that it took balls to tell her. She was so cool about it. But she said things are serious between her and her boyfriend(who I know is cheating on her) What do I do now. We still talk and remain friends but how do I build up our relationship. I don't think their relationship will last because obviously if he cheats on her he doesn't like or respect her very much. How can I tell is she likes me so when they do break up I can make my move. I won't do anything personally to break them up. That would be horrible. I really like this girl a lot and really want to be with her.

She knows you like her and if she is willing to be best friends then you have an excellent chance of being her next b/f.

You are right that her current b/f is not likely to last long with her, so you be sure you are there for her when she needs a shoulder to lean on.
