im confused what is up with these guys why dont they come straight up

There is a problem im an attractive girl and there is a military ball coming up and when i went up to a guy that i was sure liked me but didnt really know me he told me that he didnt know because he really didnt go to those things. Then i asked this other guy and i was sure he liked me but he used to go out with my best friend but they said that they are seperated and allowed to date other people. He is shorter than me and one year younger also very shy ive told him in the past millions of times that i didnt like him and that i only liked him as a friend. So when i asked him he said if i go maybe cuz he is in Army Rotc. Then i said i needed to know soon cuz i have to turn in papers and lhe said ok. Later that night i said im not forcing you to go we will just go as friends and he said he couldnt cuz he didnt have the money. sooooooooooooo i told him that it was ok and i would just go with my other choice. Then i told him that i liked him and i never told him cuz my friend liked him and i didnt want to hurt her and that im not the kind of person that showed her feelings. Then he said wow ok and that he was shocked. Then i kepted asking him why and he wouldnt answer then i said why dont you answer and he said he was playing a GAME. im confused what is up with these guys why dont they come straight up
