How can I tell if she wants to kiss and cuddle?

How can I tell if she wants to kiss and cuddle? If she is looking at me and licks her lips in a subtle way is that a sign to kiss her? I need help with the all the signals please. Also I need to get my confidence back it's seems like I loose it around her and get all jelly.
