I kind of like this guy, and he likes me. I talked to him on the phone with him for 3 hours the other day. I've never gone out with anyone ever before and I was wondering if I should go out with him. I'm afraid he might go farther than I want him to. I also don't know how to "follow my heart". What does that mean and how do I use that to determine who I like?

In general you do what makes you feel good.
Your brain will have something to say about it, your emotions will be part of it, and your body will be too. When your heart has something to say, it will be a special feeling that combines the other three parts into something you will recognize as your heart-- beating fast or swelling with happiness. It might not happen right away because you may be nervous.
You should go out with the boy if he wants to. Don't worry about him wanting to go farther than you do. A lot of boys are shyer than girls about physical activity. To be clear, you could tell him in advance what you feel comfortable with. Or you could wait until he tries something and tell him you aren't ready for that yet.
Interactions between boys and girls can be made better by talking about things, even personal things. That helps you to understand each other better.
