How do I make the first move for a kiss?

The guy I am supposed to be talking to, was calling me and we were writing notes back and forth. Now I have to call him and he doesn't write me back, but we still flirt and hang out. He makes me think that he likes me because he makes long eye contact and he touches me (on the arm or hand) when we talk and he changes his voice to match mine. What should I do so he will call or write back?

The way to get him to call you is to tell him that you want him to. Good communication is a key to a good relationship.

The way to kiss him that works quite well (for a boy or a girl) is to simply say "I am going to kiss you" and then do it. It take courage to do it, but it make it very easy on the person you want to kiss so they don't get surprised too much.
