The girl I want is dropping enough hints to make it seem that she likes me but is very cautious when it comes to expressing her feelings. Also there is this friend of mine who she seems very comfortable around but she says he's just a friend. Does she like me or does she like him? Or is it neither?

Stop beating around the bush with her. When you get a chance, tell her you are starting to develop feelings for her. If she doesn't give you a plain answer, ask her how she feels about you.
