He doesn't call back

Okay, 4 years ago I danced with "some guy." About a month ago "some guy" came up to me and asked if I remembered him? Of course I did because he's hot, so we hung out that night and danced...blah blah. He said he always sees me around, he knew what car I drove, and remembered this dress he's seen me in...thought it was kind of cute, don't ask why. Went out to the movies once, then the Thursday a week later out to dinner with my friend and his cousin. My friend was in a grumpy mood, wasn't too nice, but she tried. He was sooooo affectionate with me and I was the same back. Not too crazy though. He went away for the weekend, said he would call....never did. So, why wait, I called him. Of course, never called back...so, I waited a couple days and text with "if you want to hang out call me." I was hoping I wouldn't get an answer back so I could get over it, but he text me, "Can't today. I'm at a casino, I'll call u later." You guessed it, he hasn't called. Why are men so retarded? LOL. My question I guess is how can someone seem so affectionate with you and then in sense, "change their mind?" I'm 26, he's 25, and just got out a of a 5 month relationship...more info you may need to know

I can't answer your question but can make some wild guesses: he found a girlfriend? He is really busy? He is egotistical ??
If you want, ask him out and see if he replies. If he doesn't then cross him off your list.
