Cares for friends sister

i am a boy 16 yrs old. studying in an all boys school... i have a classmate also my age and yes we talk to each other and we call ourselves friends.. but i really think that we are not close friends... (close friends i mean that we share problems and secrets ALL THE TIME) but yes we do sometimes... he doesnt know that i want to be his best friend... well it lead to unexpected outcomes... and a lot of misunderstanding... so now i am afraid to talk to his sister and even make him know that i like his sister... my other friend tells me to back down from having plans to make his sister close to me like a relationship... well yes i really do like his sister... what should i do? must i talk to her and be friends with her then close friends then best of friends and make her promise not to tell his brother?
