How to advance relationship

Well, me and this girl have been good friends for like 4 months now and I really like her a lot but I'm sure how to tell her or anything. She broke up with her boyfriend about 3 1/2 months ago, which isn't a bad thing except that he lives next door to me and they are still good friends. So she still talks to him a lot and I don't know where I fit in and how I can move our relationship to something more.
