Friend or boyfriend?

my guy friend that i've know for awhile is going out with one of my friends...both 2 years older than myself. well they've broken up several times, all because my girl friend dumped him. so the second time she told one of my other friends she was envious of me and that she thought i'd go out with him. anyway they got back together and broke up again. for the past few months my guy friend flirts with me and treats me special, even when they were going out. he tells me he still loves her but she doesn't love him. y is he doing this, am i leading him on, i like him should i try to go out with him, and if so how?
