If you have been dating(going) with this boy for about a year or whatever and the boy is ready to have sex and the girl isn't and she tells him that and she ask him will he wait on her until she ready and he say's that he'll wait another week and she tells him to move on does that mean he didn't really care about her? Does that mean she should brake up with him?

If the guy loves her, then he will wait forever until she's ready. If he's not willing to wait, then all he's after is the sex and anything else is just friendship and not love.

If he's not willing to wait, then yes, she should break up with him. He's not respecting her and her wishes and is being a jerk and she can do a -lot- better than that!
