i didnt type the whole makeout thing it was someone else using my e-mail, anyway what i was originaly was going to ask was that I was going to tell the girl how i feel about her because i feel that it is the right time. My question is what should i tell her and how should i tell her without making her feel uncomftrble

The best way of letting someone know you like them is to get to be close friends with them first and then work from there. Once you are friends, it's easier to slip into a relationship than when you're strangers.
