I have a guy who insist on being my boyfriend when we go out together (holding hands, kissing, etc..) but will not go past 1st base with me because he insists we are just friends when we are not going out in public. What is up with this guy?

It seems to me there may be something here that he needs to open up and discuss. Maybe it's a religious thing that he's keeping chaste for. Maybe it's that he's really not invested in the relationship and is just using you for the comfort of having someone around. Find out why he feels this way, what's stopping him, and where does he see the relationship going in the future? And if he doesn't see it going anywhere, then maybe you should go find someone who will give you the relationship you are looking for.
