How to Ask Someone Out

I definately know that this girl fancies me. But she hasn't asked me out or anything. I think i'd like to date her. Should I ask her out? Or should I wait for her to ask me?

Waiting for someone else to start is always bad, you both end up waiting and nothing happens :) So work on the friendship with her. Don't leap into asking her out. Build up a friendship, talk with her, have fun with her, do things with her. You'll find that the doing things together leads into movies together nice and smoothly, without any stress :)
