There's this girl I met at a party. She's real nice and we didn't get much time to talk. But we know each other's phone number now. I would like to know when is the right time to flirt with her. I would also know how to start flirting. Should I comment on what she's wearing? I also want to know how to set up the kiss. I have never went to first base yet. But, this is the girl I want to go with. How do I get to first base with her?

First thing to do is call her and say hi. Talk about something in common, like the party. When you see her, a simple, "you look nice" will do. If you can find something particular about the way she looks that you like (e.g. her eyebrows), comment on that. It will show her that you are actually paying attention to her. Just don't over do it.
Let the conversations take their courses and when the right time comes to kiss, she'll let you know. Let her set the mood. Holding hands is a great place to start and if you go to a movie, that's probably the best time to grab her hand. Chances are, if she likes you, she will let you take it.
