At a party a few weeks ago i was getting friendly with this girl when she was about to leave she gave me a long hug then kissed me on the lips and walked off. A week later i told her i liked her and she said she didnt know how she felt now she just says she wants to be friends. How can she go from wanting to be with me to just wanting to be friends? when we talk she is real frindly and flirts with me at parties. Does she like me? Or is she just scared of something?

You should always be friends to start with, so go with that. She seems to love flirting and making a scene, and she likes you as a friend in any case. Get to know her more, spend time with her and build up the connection between you two.
